It is the first question of every project: how much does it cost? Here are the ranges we actually give our clients, what moves the bill, and the full budget, land and ancillary costs included, to build in Portugal.
In short: a turnkey, custom, A+ class timber-frame house starts around 2,400 €/m² incl. VAT in Portugal, excluding land. Kit or catalogue modular offers go lower, but they do not cover the same scope. We break it all down below.
Prices per m²: the 2026 ranges
The price depends above all on the level of specification and what is actually included. Three main cases:

These amounts cover the build only. They include VAT (IVA) and exclude the land, utility connections and outdoor works.
Beware of very low advertised prices per m²: they often cover a weathertight shell, without a kitchen, without a finished bathroom, without a terrace, sometimes without installation. The real comparison point is the turnkey price: a house ready to live in.
What makes the price vary
At equal surface, two projects can differ by 30%. The main levers:
- Surface and shape. A compact house costs less per m² than a stretched or multi-level one; small square metres are always more expensive than large ones.
- The level of finish. Kitchen, bathroom, floor and wall finishes, joinery: the item that moves most.
- The land. A slope, soft ground or difficult access make foundations and logistics more expensive.
- The region. Labour and administrative costs differ between Lisbon, the Algarve and the interior.
- Performance. Targeting an A+ energy class (bio-based insulation, airtightness, ventilation) has a cost, largely paid back later through running costs.
The full budget, not just the build
The classic mistake is to reason in “price per m²” and forget the rest. A realistic budget includes:
- The land: highly variable by region;
- The build (the price per m² above);
- Studies and the permit (licença de construção), municipal taxes;
- Utility connections (water, electricity, drainage);
- Outdoor works (terrace, fencing, pool, garden).
Overall, a turnkey project in Portugal generally sits between 150,000 and 480,000 € depending on surface (60 to 185 m²), region and specification, excluding land.

Where money is won (or lost)
After dozens of build sites, here is where budget gaps really play out:
- Upstream design. A house well thought out from the start (siting, compactness, grids) costs less to build. This is where you save most.
- A locked lump-sum price. In timber frame, workshop prefabrication locks the price early: fewer bad surprises during the build.
- Speed. A dry build, weathertight in a few days, cuts indirect costs (rent, weather risk, financing costs).
- “Love at first sight” finishes. The item that slips most: better to decide at quotation stage, not along the way.
And financing?
Portuguese banks finance new builds, including for non-residents, generally up to 70 to 80% of the project depending on profile. A Franco-Portuguese broker compares several banks and plans stage payments aligned with the build schedule.
